Senior Program Funding and Finance Advisor, Senior Disaster Risk Reduction and Resilience Manager, and other project managers in the Humanitarian Department (and other Global Partnerships & Impact Division project managers, as possible); Project Officers and Finance Officers based in Oxfam country offices; OUS Institutional Funding and Partnerships (IFP) officers; and members of the OUS Finance Department.

PURPOSE OF THE POSITION

The position supports the financial oversight of grant and restricted gift activity as well as program operations. This includes responsibility for budgeting, expense review and reporting, as well as developing and implementing compliance programs, working closely with program leadership, project managers, the finance department, and donor relations to ensure financial activities comply with federal, state or donor regulations as well as Oxfam policy and standards.

PRIMARY RESPONSIBILITIES

Pre-Award Restricted Fund Management

•Work with functional project teams and IFP to develop accurate proposal plans and budgets that align with both programmatic and financial goals. Ensure assumptions regarding proposal plans and budgets are documented, reasonable and developed in consultation with program teams and partners.

•Review proposal budgets to ensure they comply with Oxfam standards and donor requirements.

Post-Award Restricted Fund Management

•Ensure the fund is properly set up in our financial system on a timely and accurate basis, and that budget changes are created in compliance with both Oxfam America policies and procedures as well as donor restrictions and guidelines.

•Work with sub-grantees to prepare and finalize sub-award agreements, including developing appropriate reporting and cash disbursement schedules in line with Oxfam America and donor policies and requirements.

•Monitor, analyze and report on project financial information on schedule with donor and organization’s review and reporting cycles, and facilitate discussion around risks and performance.

•Monitor and work with directors, managers and staff to ensure accurate and timely contracting, invoice processing, grants payments, budget reconciliation, and allocation of personnel costs (timesheets).

•Review financial reports from sub-grantees with project team to ensure spending is on track and is aligned with donor requirements. Work with project team to resolve issues and adjust plans as needed. Serve as a funding and financial focal point for sub-grantees during program implementation.

•Prepare donor financial reports, ensuring consistency with narrative reports and compliance with Oxfam standards as well as donors’ requirements and timelines.

•Assist project teams in trouble-shooting operational challenges as they arise.

•Coordinate project audits as needed.

•Ensure compliance with restrictions related to donor intent, lobbying support, as well as federal and state reporting.

•Advise the responsible project managers on the operational-related aspects of partner grant making and related administration in collaboration with the International Program grant management team.

HIRING RANGE: $72,000- $83,000

Qualifications

EDUCATION

Advanced degree, in Business Administration, Accounting, Finance, or a related discipline, or a combination of education and experience

EXPERIENCE AND CORE COMPETENCIES

•4-6 years of progressively responsible work experience as the finance/operations component of a management team supporting international development work

•Strong financial management and accounting skills

•Strong restricted donor grant and contract management skills

•Good knowledge of US foundation rules and regulations

•Broad knowledge of the needs and objectives of international development programs and how they connect to the operational and fundraising objectives of an organization

•Experience in financial analysis for executive and management decision making

•Ability to creatively problem-solve and find solutions that balance a variety of needs and risks

•Ability to multitask and manage competing priorities

•Dynamic team player with strong multicultural communication skills

•Strong interpersonal awareness including diplomacy, tact, being able to get on well with others and respect for confidentiality.

PREFERRRED QUALIFICATIONS

•Certification as a Project Management Professional and/or Public Accountant

•Good knowledge of a variety of institutional donors and their rules and regulations

•Experience with the design and implementation of new processes, policies and systems

•Previous experience designing and conducting trainings

•Experience in a multi-cultural, complex, cross-confederation environment

•Foreign language proficiency in Spanish or French
