Senior Drupal Developer
Job Description:
The United States Department of Agriculture (USDA), Food and Nutrition Service (FNS), Supplemental Nutrition Assistance Program (SNAP) has an immediate need to migrate existing web functionality from an external environment to a newly redesigned website hosted on its USDA FNS platform, creating a cohesive user experience by eliminating redundant information, implementing a consistent design, and streamlining navigation; thereby, providing SNAP Nutrition Education (SNAP-Ed) State and Implementing Agencies with easy access to SNAP-Ed materials.
Roles and responsibilities:
- Architect, design, and develop Drupal 9.x or newer CMS websites
- Plan and implement information architecture, information structure and features, functionality, user- interface design, and navigation for the Drupal 9.x CMS.
- Export applicable content from current website to new Drupal 9.x CMS
- Deploy Agency websites in a centralized, large-scale environment and within an architecture that easily facilitates the management of common theme(s), modules or other shared components for large scale and/or standalone websites
- Create and execute content migration plans and coordinate the migration of content and site assets from legacy web sites and sites hosted at external partner domains as needed
- Ensure the application operates in a secure manner reducing the risk exposure to the agency and the department and ensuring the confidentiality, availability, and integrity of the data.
- Complete security related training by specified deadline for all contract staff as needed.
- Provide user stories, technical design, and architecture documentation for FNCS review and approval if changes are required.
- Use Agency approved and specified Bitbucket repository to store source code, document code, release packages, and associated artifacts
- Provide a release plan, outlining a Product Roadmap for future versions past the MVP (Minimum Viable Product).
- Execute an implementation strategy that supports incremental business function and process migration with intermediate deliverables shipped on short timelines.
- Cultivate a positive, trusting, and cooperative working relationship with the Government and other vendors that support FNCS.
- Leverage technology capabilities to meet customer needs with timely and seamless access to the cloud-based infrastructure, business applications, and data. This includes staying abreast of new feature offerings and new and innovative ways to provide technology value to agency customers, including, but not limited to, the Salesforce platform, open sourcing the applications, or the development of APIs.
- Maintain a dialogue between the service provider and all project stakeholders, rather than trying to comprehensively specify requirements up-front. This focus will be assisted by working through short, tightly scoped product iterations in which working software is delivered to users regularly, and adjustments are made based on feedback gleaned from these iterations.
- Lead and collaborate with the CORs, workgroups, and stakeholders in requirements sessions to develop recommendations and approaches, to be approved by the Government to satisfy the objectives and purposes of this contract. Results of these sessions will generate the Product Roadmap, Epics, Themes, and User Stories, business logic and rules, functionality, and system documentation.
- Adhere to the Weekly Status Report documenting tasks & issues.
- Development and support for improving and maintaining the capabilities of the system. Incorporate the best practices of understandability, documentation, buildability, and interoperability into development practice
Requirements:
- Able to migrate WordPress content and functionality to the Drupal 9.x framework meeting industry and security standards.
- High level knowledge of PHP and Drupal and WordPress frameworks.
- Strong background in coding and knowledge of user interfaces.
- Can convert comprehensive layout and wireframes into working HTML pages
- Thorough understanding of the Software Development Lifecycle (eg Requirements, Design, Development, Testing and exposure to Agile)
- Strong knowledge of front-end languages such as HTML and CSS technologies and web frameworks.
- Ability to architect enterprise Drupal solutions including data, display, and information architecture
- Advanced site building experience including deep familiarity with Drupal modules such as Views, Panels and custom modules
Nice to Have:
- Experience in migrating between CMS’s a plus (WordPress preferred).
Education and Experience:
- 5+ years
- Bachelor of Science in IT, Software Engineering, Computer Programming, or a related field or experience in related field
