Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government.

Senior Manager of Workforce Insights
In this role, you will set the workforce research agenda and collaborate with the Executive Director to shape the direction of research conducted by the WCoE, acting as a thought leader at Natcast, researching and identifying best practices in workforce development informed by both qualitative and quantitative research.
Every day, you will drive the production of Natcast's workforce reports, oversee the management of Natcast's workforce Data Analysis team, and guide the technological implementation and future maintenance of Natcast's proprietary workforce data system.
To thrive in this role, you must be a strong communicator able to present complex research topics to diverse audiences, have familiarity with the management of data systems and statistical research, have deep experience with the design and implementation of technology systems focused on data collection, strong qualitative research skills, and have a deep understanding of semiconductor workforce topics.

The Senior Manager of Workforce Insights plays a pivotal role in shaping the research agenda and identifying best practices in workforce development for the semiconductor industry. This position offers the opportunity to make a significant impact on the growth and success of the domestic semiconductor ecosystem by providing valuable insights and guiding the development of Natcast's workforce data system.
Responsibilities
- Manage internal research capabilities of WCoE
- Determine cadence of research publications and work with managing editor to select the most impactful topics to report on
- Develop research focus for WCoE data analysis team and set expectations for output and timing
- Communicate research plans and outputs to the public
- Gather necessary information over the year to write annual landscape report
- Work with contracted economists to produce reports providing a national view on the health of the semiconductor workforce ecosystem
- Oversee the implementation, maintenance, and strategic development roadmap for Natcast's workforce data system
- Together with the general counsel, design the Natcast data collection regime and performance reporting requirements for NSTC partners
Required Skills and Experience
- Deep understanding of workforce topics and trends
- Comfort with public speaking
- Master's degree or PhD in data science, computer science, education policy, technology, statistics, research management, economics, public policy, public administration, or a related field or specialization, strongly preferred
- Familiarity with statistics, and both qualitative and quantitative research methods
- 2+ years experience in managing teams
- 5+ years experience with the design and implementation of technology systems focused on data collection
- Strong management and interpersonal skills
- Driven to deliver high-quality public-facing outputs
- Experience conducting qualitative research and interviews
- Strong writing skills
