Senior Product Manager

Location:
This role can work remotely from anywhere in the USA, excluding its territories. You must be legally authorized to work in the USA. Bixal does not provide visa sponsorship.
What will you do?
Bixal has an exciting opportunity to promote the federal government’s transparency in federal procurement to optimize economic strategy and to increase U.S. productivity and global competitiveness. Collaborating directly with our federal partner, you’ll lead a cross-functional product team, establishing and aligning work streams around a product vision based on research and data. Further, you will act as an advocate for the client, ensuring that the product solves for user needs and achieves business objectives. This senior role also functions as Scrum Master, leading and coordinating team participation in all Agile ceremonies. The ideal candidate is a curious and independent problem solver who can design and deliver technical products with a positive attitude, and who has experience in a client-facing role.

This is a full-time proposal position contingent on contract award.

- Participate in client events and forums to positively represent the organization and develop and maintain relationships with the industry.
- As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal's business in each of the areas that it works.
Responsibilities
- Develop a deep understanding of target business objectives and customer needs and apply it to defining, designing, building, and launching product features and functionality.
- Evaluate complex product ideas or requests and effectively elicit product requirements, articulating a rationale for those that are worth pursuing while holding project scope.
- Gather and define technical requirements ensuring they are clearly defined into outputs or userstories and aligned with business goals.
- Create and manage a product roadmap that reflects the technical needs and milestones of the product.
- Ensure the product’s technical aspects are feasible and align with business objectives and project scope.
- Lead product-related communications with client stakeholders and the product team.
- Orchestrate the activities of a cross-functional team to ensure that workstream outputs complement each other and remain oriented toward solving identified user needs.
- Establish, measure, and report on product success metrics.
- Confidently create, curate, and present information in front of product owners, client stakeholders, or executive leadership as requested.
- Create, review, and approve written, graphic, and summary documents and presentations for internal and external use in communicating product goals and objectives.
- Function as Scrum Master, leading and coordinating team participation in all Agile ceremonies: sprint planning, sprint review, backlog refinement, retrospectives, and lead team daily stand-up meetings.
- Prioritize features, create user stories, define acceptance criteria, definition of done, and identify team velocity.
- Prioritize the product backlog to ensure goals and objectives of the client/product owner(s) are achieved.
- Participate in meetings and/or demonstrations with client POCs as needed.
Qualifications
- 5+ years of direct experience in/with Product Management, 10+ years of total professional experience.
- Bachelor’s degree in business, marketing, communications, social science, or a related discipline or a combination of education, training, and certifications.
- Demonstrated experience leading cross-functional digital teams for at least 4 years.
- Ability to obtain a Public Trust clearance.
- Exceptional management and leadership skills.
- Demonstrated ability to navigate uncertainty and define product expectations in an environment where product concepts are not well understood.
- Extensive experience applying HCD strategies, methods, and approaches to advance cultural transformation.
- Ability to communicate system and application functional capabilities through a product lens using plain language.
- Proficiency in understanding technical challenges and making informed trade-offs with teams and stakeholders.
- Excellent communication skills for articulating best practices, strategy, and storytelling choices.
- Ability to advocate for prioritized product outcomes against clearly defined goals.
- Proven ability to present persuasively to all organizational levels, verbally and in writing.
- Track record of successful product management for various consumer audiences and product categories, managing multiple deliverables, and meeting deadlines.
- Experience in driving product roadmaps for government or consumer digital properties.
- Sharp attention to detail and excellent organization skills.
- Proven track record of managing issues and risk through mitigation strategies.
- Strong experience and comfortability with Microsoft Office suite, Keynote, and virtual collaboration tools such as Miro, and Adobe Acrobat Pro.

$118,000 - $145,000 a year
